Every bus, tram and train in the VBN must be planned before it runs. The legislator has specified regulations with respect to legal, organisational and financial issues relating to planning. These are implemented by our partners so that our more than 30 transport companies in the VBN area can realise local public transport.
In the past, towns and districts were responsible for the local public transport in their region. When the VBN was founded, it established the Zweckverband Verkehrsverbund Bremen/Niedersachsen (ZVBN) in 1996 as a trans-regional institution. Since then, the ZVBN has been legally responsible on behalf of the towns and districts for the local public transport (bus, trams) in the VBN area.

The Landesnahverkehrsgesellschaft Niedersachsen (LNVG) is responsible for approving all regular services for buses and light railways in Lower Saxony. Furthermore, the LNVG is responsible for rail transport in regional traffic. As a partner of the VBN, the LNVG orders the regional rail transport services of the Lower Saxony VBN area from the railway companies. It cooperates intensively with SBMS.

The Transport Department of the Senatorin für Bau, Mobilität und Stadtentwicklung (SBMS) is responsible for all sovereign tasks in the field of transport and for all strategic concepts and projects in Bremen’s transport system. This also includes planning for local public transport and regional rail transport. It is also the authority for licensing all bus and urban light rail scheduled services in the Federal State of Bremen.

The VBN-Fahrgastbeirat is a voluntary body that represents the interests of passengers to the VBN, the public authorities (towns and districts) and the commissioning authorities. Since 1997 it has been committed to customer-oriented, performance-focused and affordable local public transport.

Connect is an association of transport companies, alliances and public authorities in Lower Saxony and Bremen. Connect compiles the public transport timetable data of the two countries and makes it available to third parties for timetable information purposes. The VBN is a shareholder in Connect and provides operational support in the creation of the data pool.

Niedersachsentarif GmbH (NITAG) offers a uniform fare for local rail transport in Lower Saxony, Bremen and Hamburg and is developing new ticket offers. In addition to the VBN fare schedule, the VBN also offers the Niedersachsentarif as a mobile ticket in the FahrPlaner App.
